Better Walking & Biking in and around Arlington National Cemetery

Arlington National Cemetery is looking to make some much-needed improvements to its entry area - a new welcome center, better circulation for people walking & biking to the Cemetery, improved wayfinding for people driving the cemetery, etc.  We think the plans are good, but could be even better by improving access from the planned Arlington Memorial Trail, moving the Capital Bikeshare station to the new entrance plaza, and increasing safety at the existing 110 trail offramp. Here's a starting point, but please revise / paraphrase / and add your own thoughts and experiences!

Thank you for the opportunity to comment on ANC's proposed entry improvements project.  

1. The circulation for a cemetery visitor arriving via the future Arlington Memorial Trail seems needlessly circuitous and unintuitive. Could a crosswalk be provided across the entrance drive from the trail to the arrival plaza south of the rideshare loop to provide direct access for trail users?
2. Trail users from the Arlington Memorial Trail who are connecting through to the existing trail on the other side of Memorial Ave must share a stretch of sidewalk with other people walking & biking along Memorial Ave in order to reach the crosswalk.  Is this sidewalk sufficiently wide to support this volume of use?
3. The existing bikeshare station should be moved to the new arrivals plaza.  This would provide a much better experience for visitors arriving and departing via bikeshare as well as better supporting rebalancing operations for Capital Bikeshare. The existing station location is needlessly far from the entrance.
4. The entrance to the existing offramp to 110 is unsafe.  The ramp should meet Memorial Avenue at a right angle. The existing ramp entrance with its large radii encourages cars to speed through the crosswalk endangering people walking & biking.
5. I support the realignment of the crosswalk across Memorial Avenue, but I'm concerned that the paver design is insufficiently visible to drivers and that it will not work as well for those with disabilities - both people with mobility challenges who may struggle with the unevenness of the pavers, and people with low vision who make have trouble with the lack of contrast against the pavement.  Is there data on visibility & crashes for a paver crosswalk vs a standard "high visibility" crosswalk?
6. Please ensure visitor bike racks are a good design & allow sufficient space on all sides of each rack for proper operation.  Arlington County's bike parking standards can provide excellent guidance.
